The New Era of Customs Enforcement: What It Means for All Importers

Tuesday, November 17, 2026 | 3:00 PM ET | Live on Zoom

60 minutes, including live Q&A

Executive Order 14411 marks CBP’s shift from trade facilitation to trade enforcement under a new mantra: “importing is a privilege, not a right.” Every importer should expect more scrutiny, and the first deadlines are close. November 30 is the deadline under the order for the importer of record registry “cleanup,” and December 1 is the last day to comment on CBP’s Advance Notice of Proposed Rulemaking on significant new supply chain disclosure requirements.

For all importers, the changes go well beyond paperwork. IOR numbers can now be voided for inaccurate registration data, foreign suppliers acting as importer of record face new rules, and penalties are moving toward tougher minimums.

Mr. William Ferrara, Cofounder and President of Harbour Island Consulting and former Executive Assistant Commissioner of CBP’s Office of Field Operations, will walk us through the changing rules, what to expect in the coming months, and practical steps to keep your imports moving.
